Enhancement: Step back while building a display rule

The display rules builder now has a Back action, so changing your mind partway through adding a rule no longer means dismissing the whole thing and starting again.

What's new. Clicking Add another rule and then thinking better of it used to leave you no way out except closing the modal and losing the group you were partway through building. The rule selection step now offers Back, returning you to the overview when the group already has rules, or to the template picker when that is where you came in. The step where you name a rule group has the same option.

Editing an existing rule. Backing out of a rule you were editing now properly cancels that edit, so adding a rule afterwards creates a new one instead of quietly overwriting the one you had open. Saving or cancelling an edit returns you to whichever step you started from rather than always dropping you on the overview.

Existing setups. Your display rules are unchanged. This is the builder only.
